乡村治理发展演绎形态研究--以湛江市麻章区为例

在我国乡村社会治理中,国家权力与乡村治权间的张力变化形成不同的乡村治理形态,当前正处在外生秩序占主导的国家统合与内生秩序占主导的村民自治相“接合”的形态。该文通过回溯乡村治理的发展演绎形态,结合村民自治与法治中国建设的逻辑进路,以湛江市麻章区乡村治理为例,认为通过法治与村规民约的有机融合,可实现国家统合与村民自治相“接合”的优化,促进乡村治理改革发展,推动乡村振兴战略顺利实施。

In China's rural social governance,the tension between state power and rural governance has formed different forms of rural governance.At present,it is in the form of"combination"of national integration dominated by exogenous order and villager autonomy dominated by endogenous order.By reviewing the deductive form of the development of rural governance,based on the logical approach of villager autonomy and the construction of the rule of law in China,this paper takes the rural governance of Mazhang District,Zhanjiang City as an example,and thus holds that through the organic integration of the rule of law and village rules and regulations,we can realize the optimization of the"combination"of national integration and villagers'autonomy,promote the reform and development of rural governance,and enhance the smooth implementation of the strategy of rural revitalization.
