乡村振兴战略路径研究--基于习近平“三农”工作理念的分析视角

2023年中央一号文件强调,必须坚持不懈把解决好“三农”问题作为全党工作重中之重,举全党全社会之力全面推进乡村振兴,加快农业农村现代化。对此,该研究从战略缘起的“三农”问题出发,深入研究凝练乡村振兴战略的实施路径,以期助力推动新发展阶段下乡村振兴战略的高效实施。研究结果表明,第一,规划路径是确保乡村振兴战略实施的关键;第二,习近平总书记的“三农”工作理念构成乡村振兴战略的主要思想来源;第三,乡村振兴战略的实施是从根本上解决现阶段的“三农”问题,农村和农业问题相互影响,并共同导致农民问题;第四,从农村和农业问题背后的共同原因来看,乡村振兴的实施路径主要有资本流入、人才流入和制度构建;第五,从路径优先序来看,资本流入是前提、人才流入是基础、制度构建是保障。

The No.1 Document of the CPC Central Committee in 2023 stressed that we must unremittingly take solving the problems of agriculture,rural areas and farmers as the top priority of the work of the whole Party,comprehensively promote rural revitalization and speed up the modernization of agriculture and rural areas with the efforts of the whole Party and society.In this regard,starting from the issue of"agriculture,rural areas and farmers"from the strategic origin,this study deeply studies the implementation path of the concise rural revitalization strategy,in order to help promote the efficient implementation of the rural revitalization strategy in the new development stage.The results show that:first,the planning path is the key to ensure the implementation of the rural revitalization strategy;second,the President Xi Jinping's concept of"agriculture,rural areas and farmers"constitutes the main ideological source of the rural revitalization strategy;third,the implementation of the rural revitalization strategy is to fundamentally solve the problems of agriculture,rural areas and farmers at the present stage,and the problems of rural areas and agriculture influence each other and jointly lead to the problems of farmers;fourth,from the common reasons behind the rural and agricultural problems,there are three main ways to implement rural revitalization:capital inflow,talent inflow and system construction;fifth,from the perspective of path priority,capital inflow is the premise,talent inflow is the foundation,and system construction is the guarantee.
