为了提高地表水生态系统的建设质量,防止地表水环境继续恶化,论文对地表水环境恶化的原因以及后果进行了探究,提出在城镇地表水环境污染的有效防控中,有关部门应当不断加大对地表水环境的研究力度,严格遵循水资源保护原则,通过调整区域产业结构、培育流域治理共同体、建设城镇雨污分流管网等手段,提高水环境治理效果,促进城镇建设的可持续发展。

In order to improve the quality of surface water ecosystem construction and prevent the continuous deterioration of surface water environment,the paper explores the causes and consequences of the deterioration of surface water environment,proposes that in the effective prevention and control of urban surface water environmental pollution,relevant departments should continuously increase the research on surface water environment,strictly follow the principle of water resources protection,improve the water environment governance effect and promote the sustainable development of urban construction by adjusting regional industrial structure,cultivating watershed governance community and building urban rain and pollution diversion pipe network.
