基于“五有”的危化品企业双重预防机制数字化建设

Digital construction of double prevention mechanism for hazardous chemical enterprises based on"five having"

为推动危化品企业开展安全风险分级管控和隐患排查治理双重预防机制数字化建设工作,防范重大安全风险,提出了基于企业主要负责人牵头的工作推进机制、有全面覆盖的安全风险分级管控措施、有全员参与和周期明确的隐患排查治理制度、有线上线下融合的数字化系统、有持续推进的激励约束机制的“五有”建设模式,建立了双重预防机制运行效果评估标准。结果表明通过重点管控可能造成严重事故后果的风险事件以及数字化技术应用,可有效解决以往风险管控措施不落实、隐患排查不精准、全员参与不充分、整改情况难追溯等难点问题。

In order to promote the digital construction of the dual prevention mechanism of safety risk classification control and hidden danger investigation and management in hazardous chemicals enterprises and prevent major safety risks,a"five-have"construction mode based on the work promotion mechanism led by the main person in charge of the enterprise,the safety risk classification control measures with comprehensive coverage,the hidden danger inves-tigation and management system with full participation and clear cycle,the digital system of wired online and offline integration,and the incentive and restraint mechanism with continuous promotion are proposed,and the evaluation standard of the operation effect of the dual prevention mechanism is established.The results show that through the key management and control of risk events that may cause serious accident consequences and the application of digital technology,it can effectively solve the difficult problems such as the failure to implement the previous risk manage-ment and control measures,the inaccurate investigation of hidden dangers,the insufficient participation of all staff,and the difficulty in tracing the rectification situation.
