摘要 评估桥梁健康监测系统项目达到的效果,反馈项目建设运行过程中存在的问题,需要通过对项目进行后评价来实现。从项目过程评价、项目效益评价、项目可持续性评价3方面进行分析,结合德尔菲法构建了桥梁健康监测系统项目的后评价指标体系;运用层次分析法和物元可拓法,建立了桥梁健康监测系统项目的后评价模型;以XC项目为例,对项目进行了后评价实证研究,得到了项目的后评价等级,并提出了改进建议。结果表明该模型对于桥梁健康监测系统项目后评价具有较好的适用性。 In order to evaluate the effect achieved by the bridge health monitoring system project and feed back the problems existing in the construction and operation of the project it is needed to realize by post-evaluation of the project.The project process evaluation,project benefit evaluation,and project sustainability evaluation are analysed,and conbined with the Delphi method the post-evaluation index system of the bridge health monitoring system project is coustructed.The post-evaluation model of the bridge health monitoring system project was established by the Analytic Hierarchy Process method and the matter-element extension method;taking the XC project as an example,the post-evaluation empirical research of the project was carried out,the post-evaluation level of the project was obtained,and suggestions for improvement were put forward.The results show that the model is more suitable for the post-project evaluation of bridge health monitoring system.
