乡村数字治理对农户垃圾分类的影响效果与机制研究

Study on the Effectiveness and Mechanism of Rural Digital Governance on Villagers’Waste Classification

农户生活垃圾分类是构建和美乡村、实现乡村生态振兴的必然要求。普遍存在的意愿与行为背离的现象同样存在于农户垃圾分类中。乡村治理数字化转型能否成为农户参与垃圾分类的有效驱动力量?本文从农户垃圾分类意愿与分类行为视角出发,基于“知-信-行”理论与“态度-情境-行为”理论构建分析框架,结合协同治理理论分析乡村数字治理对农户垃圾分类意愿与行为的影响机制。本文基于2021年中国土地经济调查(CLES)数据进行实证分析,研究发现,第一,乡村数字治理显著增强农户垃圾分类意愿,同时也促进农户践行垃圾分类行为;相比之下,乡村数字治理对农户垃圾分类行为的正向影响更强,从而缓解当前农户在垃圾分类中“强意愿、弱行为”的现象。第二,乡村数字治理通过增强农户知识水平进而提高其垃圾分类意愿。从垃圾分类行为视角来看,乡村数字治理通过促进构建村民监督机制进而规范农户垃圾分类行为。第三,异质性检验表明乡村数字治理对无精英家庭背景受访者垃圾分类意愿和行为的影响更强。

Classification of household waste is an inevitable requirement for building a beautiful countryside and realizing rural revitalization.The widespread phenomenon of low environmental protection action also exists in the waste classification of villagers.Can the digital transformation of rural governance become an effective driving force for villagers to participate in waste classification?This article analyzes the influence of rural digital governance on villagers’waste classifying willingness and behavior from the perspective of villagers’waste classifying willingness and behavior,based on the theories of“knowledge-trust-action”and“attitude-context-behavior”.This article analyzes the influence mechanism of rural digital governance on villagers’willingness and behavior of waste classification.Based on the 2021 China Land Economy Survey(CLES)data,the research findings are as follows:First,rural digital governance significantly enhances villagers’willingness of waste classification,and also promotes villagers’behavior of waste classification.In contrast,rural digital governance has a stronger positive impact on the waste classifying behavior of villagers,thus alleviating the current phenomenon of“strong willingness and weak behavior”of villagers in waste classification.Second,rural digital governance can enhance villagers’waste classifying willingness by enhancing their knowledge level.From the perspective of waste classifying behavior,rural digital governance promotes the construction of villager supervision mechanism to regulate the waste classifying behavior of villagers.Third,heterogeneity test shows that rural digital governance has a stronger impact on the waste classifying willingness and behavior of respondents without elite family background.
