新兴科技领域国际规则制定:路径选择与参与策略 被引量:2

International Rulemaking in Emerging Technology Fields:Pathway Selection and Participation Strategy

摘要 新兴科技的创新发展正塑造着全球经济、贸易与政治格局。围绕新兴科技的国际规则建构,不仅是主要科技大国占据发展高地、引领产业方向的战略部署,更是国家安全的重要关切。随着全球科技竞争与战略博弈日益加剧,突破科技与贸易封锁,运筹深度参与国际规则制定是保障国家安全、促进产业发展、增强国际话语权的关键。当前,我国应从规则形式、战略目标、行动机制等维度综合考虑和理解全球新兴科技领域国际规则制定的总体格局,立足议题重要性、争议性、关联性,从新兴科技的战略议题图谱中着重考虑和选择适宜领域发力。在整体把握全球新兴科技创新与发展规律的基础上,增强互信共识理念引导、融合制度设计与执行路径、培育参与主体和协作组织、强化技术交流与战略合作,以构成我国参与全球新兴科技治理的多层次思路。 The rapid advancement of emerging technologies is reshaping the global economic,trade,and political landscape.The establishment of international regulations for these technologies serves not only as a strategic move for major technology leaders to gain a competitive edge and shape industry direction but also as a significant concern for national security.As global competition intensifies,it's crucial for countries,like China,to break through tech and trade barriers and actively engage in rule-making.This ensures national security,boosts industrial growth,and enhances international influence.China should comprehensively assess and understand the global technology governance landscape,focusing on aspects such as rule formulation,strategic objectives,and action plans.China should place particular emphasis on issues that are of high importance,contentious,and relevant within the context of emerging technologies.Building upon the trends in global emerging technology innovation and development,China should strengthen guiding principles of consensus,integrate institutional design and implementation strategies,cultivate stakeholders and collaborative organizations,and enhance technology exchange and strategic cooperation.This comprehensive approach will allow China to formulate a multi-level strategy for its involvement in global emerging technology governance.
