江苏粮食类家庭农场社会养老保险研究

Research on Social Endowment Insurance of Jiangsu Grain Family Farm

粮食安全是国之大者。江苏作为全国重要的粮食主产省,为确保国家粮食安全做出了重要贡献。家庭农场是新型农业经营主体的重要力量,在江苏省粮食持续高产上发挥了重要作用。为进一步调动家庭农场种粮积极性,江苏部分地区试点探索创新粮食类家庭农场社会养老保险制度。该制度不仅能够有效解决粮食类家庭农场主“老有所养”的担忧,而且还是“与生产不挂钩的直接收入支持”,属于世界贸易组织(WTO)“绿箱”政策,试点地区探索实践主要表现为“特定参加标准、投保方式灵活、财政补贴适度、程序公平公开、动态监测调整”。借鉴德国和日本发展经验,建议尽快出台全省层面的规范性指导意见,多种渠道争取财政和社会资金投入,提标扩面多维加强家庭农场保障水平,提升家庭农场转移接续便利条件,强化政策创设促进现代农业建设功能。

Food security is among a country's most fundamental interests.As an important grain-producing province in China,Jiangsu has made important contributions to ensuring national food security.Family farm is an important force of new agricultural management and plays an important role in the sustainable high yield of grain in Jiangsu province.In order to further arouse the enthusiasm of family farms to grow grain,some areas of Jiangsu province explored and innovated the social endowment insurance system for family farms of grain.This system can not only effectively solve the concerns of family farmers in the field of food,but also"not linked to production of direct income support",belonging to the WTO"green box"policy.The main methods explored in pilot areas were summarized as"specific participation standards,flexible insurance methods,moderate financial subsidies,fair and open procedures,dynamic monitoring and adjustment".Drawing on the development experience of Germany and Japan,it was suggested to issue normative guidelines at the provincial level as soon as possible,strive for financial and social investment through various channels,strengthen the security level of family farms by raising the standard and expanding the scope,enhance the convenient conditions for the transfer and succession of family farms,and strengthen the function of policy creation to promote the construction of modern agriculture.
