摘要
装备科研项目竞争失利补偿经费由于受信息不对称或影响因素模糊特征的影响,往往难以合理确定具体金额,提出运用德尔菲法确定装备科研竞争失利方前期有效投入经费补偿的比例。针对传统的德尔菲法未考虑专家自信度可能导致结果偏离专家本意的情况,运用模糊理论,设计了引入专家自信度调整专家权重的装备科研项目竞争失利经费补偿标准确定方法。最后,通过案例分析验证其可行性和可操作性。
Due to the influence of asymmetric information or fuzzy characteristics of influencing factors,it is often difficult to determine the specific amount of compensation for equipment scientific research project competition loss.The Delphi method is pro⁃posed to determine the proportion of effective investment compensation for equipment scientific research competition loss in the ear⁃ly stage.Aiming at the situation that the traditional Delphi method does not consider the expert confidence which may lead to the de⁃viation of the original intention of the expert,the fuzzy theory is used to design a method to determine the compensation standard of the equipment scientific research project losing the competition by introducing the expert confidence to adjust the weight of the ex⁃pert.Finally,the feasibility and operability are verified by case analysis.
