基于电子签章的医院经济合同系统建设研究

Research on the construction of hospital economic contract system based on electronic signature

目的:有效解决传统合同管理过程中缺乏全过程追踪、数据安全缺乏保障、占用较大物理空间、查询和追溯困难等弊端。方法:借助电子签章技术,打通医院现有合同管理系统、财务总账系统、预算系统、科研系统、固定资产管理系统、耗材管理系统的接口,建设可信、合法、可追溯的经济合同管理系统。结果:实现了合同准备、起草、审批、签订、履行、归档的全过程电子化管理,同时实现了电子合同签署可信化及合同归档集中化管理。结论:基于电子签章的医院经济合同管理系统,不仅提高了电子合同可信化程度,而且还实现了对医院经济活动的全过程追踪和查询,有效推动了医院内部控制的高质量发展。

Objective To effectively solve the drawbacks of traditional contract management process such as lack of whole process tracking,lack of data security,occupying large physical space,and difficulty in query and traceability.Methods With the help of electronic signature technology,a credible,legal and traceable economic contract management system was built by opening the interfaces of the existing contract management system,financial general ledger system,budget system,scientific research system,fixed asset management system and consumables management system of the hospital.Results The whole process of electronic management of contract preparation,drafting,approval,signing,performance and archiving was realized,and the credible electronic contract signing and centralized management of contract archiving were also realized.Conclusion The hospital economic contract management system based on e-signature not only improved the trustworthiness of electronic contracts,but also realized the whole process of tracking and querying of hospital economic activities,which effectively promoted the high quality development of hospital internal control.
