新体制下军队官兵“间接战斗力”要素与生成

Elements and generation of indirect combat power in the army under the new regime

摘要 为研究新体制下间接影响战斗力生成和发挥的因素和规律,从详细剖析精神国力、脑力、体力和保障力这“四力”要素出发,探讨新体制下军队官兵“间接战斗力”的要素组成。研究发现,间接战斗力关注的是战斗人员主体能力生成和维持的客观规律,是在已有直接战斗力基础上,通过最大程度提高主体的战斗素养,推动战斗力提升的方法。其中:精神国力反映战斗意志;脑力体现认知能力和情绪控制;体力代表体能维持和人体效能增强;保障力是从人的角度研究对军队战斗能力增强的社会性办法。围绕“四力”要素,探讨要素生成的方法,特别是脑科学、人体效能增强等科技手段在“四力”要素生成中的运用,旨在为军队战斗力建设提供新的思路。 To investigate the law of combat power generation,attention should be paid to weapons and equipment,staffing,tactical methods of warfare,and other direct elements of combat effectiveness.Furthermore,the indirect factors affecting the generation and performance of combat effectiveness should not be ignored.Indirect combat power is concerned with the objective law of the generation and maintenance of the ability of the subjects of combatants.Such power is based on the existing direct combat power by maximizing the combat ability of the subjects to promote the combat power.Indirect combat power consists of four elements:Spiritual national,mental,physical,and security power.Spiritual national power addresses the will to fight,mental power addresses cognitive ability and emotional control,physical power addresses physical maintenance and human effectiveness enhancement,and security power is a social approach to military combat capability enhancement from a human perspective.The“four elements”are investigated in this study.The methods of element generation,especially the use of brain science,human effectiveness enhancement,and other scientific and technological means in the generation of the“four elements”are discussed.New ideas for the military combat capability construction are provided.
