区域医疗中心建设中的学科中心化发展策略研究

Research on the Development Strategy of Discipline Centralization in the Construction of Regional Medical Center

以成为区域医疗中心为目标的公立医院应推动学科中心化发展,以便有效整合专业医疗服务、专业人才培养、专业科研管理等领域的优质资源,发挥高质量学科中心的辐射作用,带动一院多区体系内各院区、各医联体、急救中心建设等关联主题发展;同时,国家医学中心和区域医疗中心建设对推进城市品质改善,加快建设一流医学中心城市,向市民提供更加专业化、国际化、高水平的卫生健康服务有着重要意义。本文从区域医疗中心建设需求出发,对公立医院推进学科中心化发展的目标定位、建设要素、学科融合策略进行说明,提出从政策与制度、激励与约束体系、监督机制等方面保障学科中心化发展的建议,以期为各大公立医院学科中心化发展、医学中心城市建设提供参考。

Public hospitals aiming to become regional medical centers should promote the development of disciplinary centralization,so as to effectively integrate high-quality resources in professional medical services,professional personnel training,professional scientific research management and other fields,give play to the radiating role of high-quality disciplinary centers,and drive the development of related themes such as the construction of various hospital districts,medical consortia,and emergency centers within the multi district system of one hospital.At the same time,the construction of national medical center and regional medical center is of great significance to promote the improvement of urban quality,accelerate the construction of first-class medical center city,and provide citizens with more professional,international and high-level health services.Starting from the construction needs of regional medical centers,this paper explains the target positioning,construction elements and disciplinary integration strategies of public hospitals to promote the development of disciplinary centralization,and puts forward suggestions to ensure the development of disciplinary centralization from the aspects of policy and system,incentive and constraint system,supervision mechanism,etc.,in order to provide reference for the development of discipline centralization in major public hospitals and the construction of medical center cities.
