我国市域社会治理发展的特征、挑战与路径

The Characteristics,Challenges and Paths of the Development of Municipal Social Governance in China

自2018年正式提出市域社会治理概念以来,市域社会治理在构建知识体系、完善制度体系和实践创新探索上取得了进展。通过观察五年来市域社会治理发展历程,发现其具有一定发展特征,在国家主导和外部环境推动下,学术研究与制度设计同向而行,市域社会治理理念和实践不断创新向前推进。然而在建设和发展中仍然存在治理的内生性、整体性、知识性以及数字化等不足。为推动市域社会治理可持续发展,需要在把握基本特征或规律的前提下,不断调适对市域社会治理及其发展的理论认识,加强多元主体参与的体制建设,有序推进数字化转型,增强治理整体性,形成发展合力。

Since the formal introduction of the concept of municipal social governance in 2018,progress has been made in building a knowledge system,improving institutional systems,and exploring practical innovation in municipal social governance.By examining the development process of municipal social governance over the past five years,it found that its development characteristics go like that,under the leadership of the state and the promotion of external environment,academic research and institutional design are moving in the same direction,and the idea and practice of municipal social governance are constantly innovating and developing forward.However,in the process of construction and development,there are still deficiencies in terms of endogeneity,integrity,knowledge,and digitization.In order to promote the high-quality development of municipal social governance,it is necessary to constantly adjust the theoretical understanding of municipal social governance and its development while grasping its basic characteristics or function laws,strengthen the institutional construction of multi-subject participation,orderly promote digital transformation,and enhance the overall governance to form a development synergy.
