浅议普通国省道“两区三厂”建设安全标准化

Discussion on Safety Standardization of“Two Districts and Three Factories”Construction of General National and Provincial Highway

“两区三厂”是公路项目建设的重要基础设施,也是生产安全事故的易发区域。为了全面提升“两区三厂”安全管理水平,明确安全管理责任,交通运输部出台了《“两区三厂”建设安全标准化指南》。通过调研分析《“两区三厂”建设安全标准化指南》的执行情况和普通国省道“两区三厂”建设的安全标准化实际需求,根据公路“两区三厂”建设安全标准化的现状,指出《指南》不完全适用于普通国省道建设,需要继续修订完善。对一些实际应用和附录内容以及执行不规范等问题,提出相应的对策和建议。

“Two Districts and Three Factories”is an important infrastructure for highway project construction,and also an area prone to production safety accidents.In order to comprehensively improve the safety management level of“Two Districts and Three Factories”and clarify the responsibility of safety management,the Ministry of Transport issued the Safety Standardization Guide for Construction of“Two Districts and Three Factories”.Through the investigation and analysis of the implementation and actual needs of the guidelines,and according to the current situation of construction safety standardization,it is proposed that the guidelines are not completely applicable to the construction of ordinary national and provincial roads,and need to be further revised and improved.For some practical application and appendix content and the implementation of non-standard problems,put forward the corresponding countermeasures and suggestions.
