社会组织参与少数民族流动人口事务治理研究

Research on the Participation of Social Organizations in the Governance of Ethnic Groups Floating Population Affairs

基于多元协同治理理论,深入分析社会组织在少数民族流动人口事务治理中的类型特点、独特作用和治理模式,对于优化协同治理机制、强化多元治理主体合作、推进民族事务治理体系和治理能力现代化具有重要的现实意义。文章依据参与少数民族流动人口事务治理的社会组织的职能范围,将社会组织划分为综合性治理组织、专业性协调组织、少数民族自组织和流出地培育组织。研究发现,社会组织通过协调社会关系、促进资本积累和提供均等的公共服务等行动路径参与少数民族流动人口事务治理,形成了跨时空治理模式、日常治理模式、合作式自治理模式和社会组织协同治理模式。在少数民族流动人口事务治理中,社会组织可以通过组织合法化行动、组织正式化与品牌化以及吸纳民族工作精英等进一步发挥作用。

Based on the theory of diversified collaborative governance,an in-depth analysis of the characteristics of the types,unique roles,and governance modes of social organizations in the governance of ethnic groups floating population affairs is of great practical significance for optimizing collaborative governance mechanisms,strengthening cooperation among multiple entities,and promoting the modernization of ethnic affairs governance systems and governance capabilities.According to the functional scope of social organizations involved in the governance of ethnic groups floating population affairs,this paper divided social organizations into comprehensive governance organizations,professional coordination organizations,ethnic groups selforganizations,and training organization in population outflow areas.Based on research and analysis,it was found that social organizations participate in the governance of ethnic groups floating population affairs through action paths such as coordinating relationships,training capital,and providing equal public services,forming a cross temporal and spatial governance mode,daily governance mode,collaborative self governance mode and a collaborative governance mode of social organizations.In the governance of ethnic groups floating population affairs,social organizations can further play a role by organizing legalization actions,formalizing and branding organizations,and attracting ethnic work elites.
