摘要 为提升光伏产业发展综合研判的科学性和精准性,并进行多层级、多视角量化评估,本文开展了基于电力、政务多维数据融合的区域光伏发展指数构建及应用研究。首先,在研究光伏发展水平及对电网运行、用户收益等影响的基础上,提出了一种涵盖光伏推广性、协调性和经济性三方面的评价指标体系;其次,综合考虑主客观因素,构建了熵权法和层次分析法相结合的指标因子权重模型,对指标体系进行动态赋权;最后,基于浙江省某地级市数据进行了实证应用,分析了该市近年来各月光伏综合发展情况、区县发展水平和产业特征的差异性,并提出相关建议。实际应用表明,该研究方法和成果可为政府部门、行业企业开展光伏产业发展评估、科学布局与合理规划提供决策参考。 To enhance the scientific and precise assessment of the comprehensive judgment of photovoltaic industry development,and to conduct multi-level,multi-perspective quantitative evaluations,this paper conducts a study on the construction and application of the regional photovoltaic development Index based on the fusion of multi-dimensional data from electricity and government affairs.Firstly,based on the research on the level of photovoltaic development and its impacts on grid operation and user benefits,a comprehensive evaluation index system covering the promotability,coordination,and economic aspects of photovoltaics is proposed.Secondly,taking into account both subjective and objective factors,a model combining entropy weight method and analytic hierarchy process is constructed to dynamically assign weights to the index system.Finally,empirical applications are conducted based on data from a certain prefecture-level city in Zhejiang Province.The study analyzes the differences in comprehensive photovoltaic development,county-level development levels,and industrial characteristics in the city in recent years,and provides relevant suggestions.The practical application demonstrates that this research method and its results can serve as a reference for government departments and industry enterprises in conducting assessments of photovoltaic industry development,and in making decisions for scientific layout and rational planning.
