大理市保护地体系建设探析

Analysis on Construction of Protected Area System in Dali City

对大理市现有保护地进行了分析,境内保护地交叉重叠、保护地内矛盾冲突严重。为实现“应划尽划、应保尽保”,进一步完善大理市自然保护地体系。通过拟订技术路线,收集资料和数据,对资料和数据进行预处理,选取分析指标并进行赋分,对数据计算并分级,对计算结果进行图斑处理,分级数据统计分析,现地调查验证。结果表明:大理市存在部分未纳入保护地体系的区域,现有保护地体系与保护等级不匹配。在此,提出了建议:把云南大理苍山国家地质公园按保护等级拆分后分别并入云南苍山洱海国家级自然保护区和云南大理国家级风景名胜区;把大理蝴蝶泉州级自然保护区按保护等级拆分后分别并入云南苍山洱海国家级自然保护区和云南大理国家级风景名胜区;把大理凤阳鹭鸶栖息榕树州级自然保护区整体并入云南大理国家级风景名胜区。通过空缺分析,把余金庵国有林场及附近的集体公益林纳入新的自然保护地,并新建云南大理余金庵森林公园。

Dali City belongs to Dali Bai Autonomous Prefecture of Yunnan Province,which is located in the western part of Yunnan province and in the middle part of Dali Bai Autonomous Prefecture,and is located at the junction of central Yunnan Plateau and Hengduan Mountains.Through the analysis of the existing protected areas in Dali City,the protected areas overlap and the conflicts within the protected areas are serious.In order to realize the"should be allocated",the natural protected area system is further improved.By drawing up technical routes,collecting data,preprocessing data and data,selecting analysis indicators and assigning them,the data are calculated and graded;the calculation results are processed;graded data statistics are analyzed and on-site investigation and verification are conducted.According to the analysis,there are some areas in Dali city that are not included in the protected area system,and the existing protected area system does not match the protection level.On this basis,Yunnan Dali Cangshan National Geopark should be divided into the Yunnan Cangshan Erhai National Nature Reserve and the Yunnan Dali National Scenic Spot respectively.Dali Butterfly Spring National Nature Reserve is divided into Yunnan Cangshan Erhai National Nature Reserve and Yunnan Dali National Scenic spot respectively.The Rongshu State Nature Reserve of Fengyang Egret in Dali will be integrated into the national scenic spot of Dali in Yunnan Province.Through the vacancy analysis,the State-Owned Forest Farm of Yujin'an and the nearby collective public welfare forest were included into the new natural protection area,and the new Yujin'an Forest Park in Dali,Yunnan province was built.
