公共数据开放安全的嵌入式情报集成服务模型研究

Research on an Embedded Intelligence Integration Service Model for Open and Secure Public Data

[目的/意义]随着国家数据局组建议案的提出,公共数据正成为新兴关键生产要素,凸显基础与战略兼具的双重资源属性,其安全问题具有急迫性、不可回避性与现实危害性,应重视运用情报服务支持长期建设。[方法/过程]在分类清单验证并搜寻风险表现规律的基础上,结合调研对象提取、总结安全需求,确定情报服务周期流程,实现全局、中心与局部3种情报嵌入设计,建立服务指向,开发集成模型,在不同场景下推定模型功能。[结果/结论]模型迎合风险“螺旋式上升”的整体发展趋势,通过“解螺旋”洞察、捕获异常情报并纳入服务范畴削弱负面影响。模型体现出较强的生命力与可拓展性,能够用于常态化、突发事件及战略博弈等场景,提升公共数据开放安全水平。[局限]限于篇幅,尚未针对安全需求给予具体措施,期待日后从策划更合理的情报介入思路与服务方案出发提供更细致研究。

[Purpose/significance]With the proposal for the establishment of the National Data Administration,public data is becoming an emerging key production factor,highlighting the dual resource attributes of both foundation and strategy.Its security issues are urgent,unavoidable,and practically harmful,and attention should be paid to the use of intelligence services to support long-term construction.[Method/process]On the basis of verifying and searching for risk expression patterns in the classification list,combined with extracting and summarizing security requirements from research objects,determining the intelligence service cycle process,implementing three types of intelligence embedding designs:global,central,and local,establishing service direction,developing integrated models,and inferring model functions in different scenarios.[Result/conclusion]The model caters to the overall development trend of“spiral upward”risk,and weakens negative impacts by“de spiral”insight,capturing abnormal intelligence,and incorporating it into service categories.The model reflects strong vitality and scalability,and can be used in scenarios such as normalization,emergencies,and strategic games to improve the level of public data openness and security.[Limitations]Due to space limitations,specific measures have not been taken to address security needs.We look forward to providing more detailed research starting from planning more reasonable intelligence intervention ideas and service plans in the future.
