共同富裕目标下规范财富积累机制的路径探索、挑战与对策

The Path Exploration, Challenges and Countermeasures of Standardizing the Wealth Accumulation Mechanism under the Goal of Common Prosperity

规范财富积累机制是推进共同富裕的重要环节。我国通过不断改革财富积累机制促进了居民财富的快速积累,但也带来居民财富差距的扩大。当前规范财富积累机制面临的挑战主要表现为不合理收入结构导致的财富差距扩大,财富积累呈现显著的群体、城乡与区域差异,以及代际继承引致的财富不平等日益严重。规范财富积累机制的初衷是回应人民关切,其着力点也应围绕“人”展开,应在实现全体人民共同富裕战略目标的指引下推进,增加低收入群体的财富积累能力、加强对高净值人群的财富调节力度、着力消除财富代际传递的负面影响。

Standardizing the wealth accumulation mechanism is an important part of promoting common prosperity.China has promoted the rapid accumulation of residents’wealth through continuous reform of the wealth accumulation mechanism.But it has also led to the widening of the wealth gap among residents.At present,the challenges faced by standardizing the wealth accumulation mechanism are mainly manifested in the widening wealth gap caused by unreasonable income structure.Wealth accumulation is different among different groups,and urban-rural areas.Wealth inequality caused by intergenerational inheritance is increasing.The original intention of standardizing the wealth accumulation mechanism is to respond to people’s concerns,and its focus should also be around“people”.It should be promoted under the guidance of the strategic goal of achieving common prosperity,increase the wealth accumulation capacity of low-income groups,strengthen the wealth adjustment for high net worth groups,and strive to eliminate the negative impact of wealth transmission from generation to generation.
