构建我国中小微企业高质量发展生态体系——温州模式研究

Research on the Ecological System of High-quality Development of Small,Medium and Micro-sized Enterprises in China—Study on Wenzhou Mode

中小微企业是我国经济体系中最富有创造力和活力的微观主体,是构建新发展格局、实现共同富裕的重要力量。近年来,我国不断从财政、金融和科技等方面加大投入,支持中小微企业的发展。然而,随着各部门政策措施不断出台,其也呈现出了多样化、碎片化的特点,导致政策措施难落地,执行上缺乏主动性,实施效果不明显等现象。因此,文章从温州实际出发,通过对中小微企业发展现状、存在的问题,以及生态体系的分析,提出中小微企业的高质量发展要以金融科技为抓手,构建“财政+金融+科技”协同生态体系,发挥财政的杠杆作用,激发金融机构的主动性,不断提升财政、金融的协同效率;继续探索民间融资制度,培育和扶持一批“专精特新”中小微企业,促进经济的高质量发展,实现共同富裕。

Small,medium and micro-sized enterprises are the most creative and dynamic micro subjects in China’s economic system and an important force to build a new development pattern and achieve common prosperity.In recent years,China has continuously increased investment in finance and technology to support the development of small and medium-sized enterprises.However,with the continuous introduction of policy measures by various departments,they have also shown characteristics of diversification and fragmentation,leading to difficulties in implementation,lack of initiative in implementation,and unclear implementation effects.Therefore,starting from the actual situation in Wenzhou,the article analyzes the current development status,existing problems,and the ecosystem of small and medium-sized enterprises,and proposes that the high-quality development of small and medium-sized enterprises should take financial technology as the starting point,build a“fiscal fund+finance+technology”collaborative ecosystem,utilize the leverage of finance,stimulate the initiative of financial institutions,and continuously improve the synergy efficiency of fiscal fund and finance;continue to explore the private financing system,cultivate and promote high-quality economic development through supporting a group of“specialized,refined,and innovative”small and medium-sized enterprises,and finally achieve common prosperity.
