Discussion on Credit Regulation to Enable the Special Equipment Administrative Licensing:Taking Special Equipment License Renewal by Self-declaration for Example

在党中央、国务院深化“放管服”优化营商环境工作安排下,我国行政许可制度改革的重心正从清理审批数量逐步向优化许可模式转变。本文概述特种设备行政许可和信用监管的起源、发展及现状,研究信用监管在特种设备生产和充装单位自我声明承诺换证中的重要作用,总结得出信用监管赋能特种设备行政许可的积极成效及信用监管的相关问题,提出特种设备安全监管改革的相关对策、建议。

Under the arrangement on deepening“streamline administration,delegate powers,strengthen services”and enhancing the business environment of the CPC Central Committee and the State Council,the focus of administrative licensing reform is converting from reducing licensing items to enhance the licensing model in our country.This paper summarizes the origin,development and present situation of special equipment administrative licensing and credit regulation,researching the important role of credit regulation in renewal by self-declaration of special equipment production and filling,summarizes the positive effect and relevant issues on credit regulation to enable the special equipment administrative licensing,provides the strategy and suggestion on reforming of special equipment safety supervision.
