从脆弱到韧性:残疾人职业康复服务中心服务供给的问题审思

From Fragility to Resilience:A Review of Service Provision in Vocational Rehabilitation Centers for Persons With Disabilities

职业康复是帮助残疾人获得适宜发展的重要手段,职业康复服务中心是为残疾人提供康复服务的主要平台。在各类政策推动下,职业康复服务中心建设实现了跨越式发展,但服务理念不清、管理力度不足、服务供需失衡等问题仍较为突出。从社会脆弱性理论视角审视,残疾人职业康复服务中心存在精神文化、组织管理、资源支持三个层面的现实困境。推动职业康复服务中心高质量建设,需明确职业康复理念,增强服务供给内驱力;健全组织系统架构,推动康复服务规范化;构建全面支持体系,赋能职业康复服务发展新格局。

Vocational rehabilitation is an important way of helping persons with disabilities to obtain appropriate development.Vocational rehabilitation centers are the main platform for providing rehabilitation services to persons with disabilities.Under the impetus of various policies,the construction of vocational rehabilitation centers has achieved leapfrog development.However,problems such as unclear service concepts,insufficient management efforts,and an imbalance between supply and demand for services are still relatively prominent.Based on the theory of social vulnerability,this paper considers the real dilemma of vocational rehabilitation centers from three levels of spiritual culture,organizational management and resource support.The future promotion of the high-quality construction of vocational rehabilitation centers needs to clarify the concept of vocational rehabilitation and enhance the service supply drive;improve the organization and system structure to promote the standardization of rehabilitation services and build a comprehensive support system to empower the new development patten of vocational rehabilitation.
