挑战与展望 国际儿童友好社区评估工具在地转译与中国应用

摘要 儿童友好城市是一项全球性倡议,更是国家"十四五"规划的一项重要任务.文章聚焦联合国儿童基金会发布的儿童友好社区评估工具,结合目前中国主要城市儿童友好建设情况,从地域环境差异、经济水平差异、城乡二元差异三个角度分析国际儿童友好社区评估工具在中国应用时可能面临的挑战.并以该工具在长沙市儿童权利现状调研中的应用为例,探索将此工具进行在地转译的必要性与有效性.最后展望中国儿童友好社区的评估工作,应进一步关注人的主观感受与地区差异,将他评和社区自评相结合,以儿童友好带动全龄友好,促进社区的可持续发展.中国对此工具的有效转译与应用经验,也将为世界提供有高度参考价值的中国方案与中国智慧. Building child-friendly cities is a global initiative and an important task of China's 14th Five-Year Plan.This article focuses on the Child-friendly Community Assessment Tool recommended by the United Nations International Children's Emergency Fund.Referring to the current situation of child-friendly programs in major cities in China,it analyzes from three perspectives the challenges that the National Child-friendly Com munity Assessment Tool may face when it is applied!to China:regional envir onmental differences,economic level differences,and urban-rural dual differences.Taking the application of this tool to the assessment of children's rights in Changsha City as an example,it explores why it is necessary and how effective it can be to adapt this tool to local conditions.Finally,it looks into the future of evaluation of China's child friendly communities,proposing that further attention should be paid to people's subjective feelings and regional differences and that a combination of other-assessments and self-assessments should be combined to improve child-friendliness and promote sustainable development of communities.China's effective adaptation and application of this tool will also provide the world with highly valuable Chinese solutions and wisdom.
