新时期北京市朝阳区老年教育发展形势与策略研究

Research on Development Situation and Strategy of Elderly Education in Chaoyang District of Beijing in the New Era

发展老年教育是贯彻落实中共中央国务院出台的《积极应对人口老龄化中长期规划》的必然要求,也是构建终身教育体系、建设学习型社会的现实需要。在新时期,朝阳区老年教育发展具备良好的基础,但也存在缺乏顶层设计和制度保障、管理体制不顺、经费投入不足、发展不平衡且参与率低等问题。结合朝阳区老年教育工作实际,围绕老年教育发展中出现的问题,从加强顶层设计、开展队伍建设、完善网络基地建设、搭建平台载体、建立激励机制等方面提出一系列发展策略,以期能为朝阳区老年教育向深层次、内涵化发展提供参考。

The development of elderly education is not only an inevitable requirement for the implementation of the“Medium and Long-term Plan for Active Response to the Aging Population”issued by the Central Committee of the Communist Party of China and the State Council,but also a realistic need to build a lifelong education system and a learning society.In the new era,the development of elderly education in Chaoyang District has a solid foundation.However,there are also problems such as lack of top-level design and institutional safeguards,inadequate management system,insufficient investment,unbalanced development and low participation rate.Based on the actual work of elderly education in Chaoyang District,this paper focuses on the problems in the development of elderly education,and proposes a series of development strategies from the aspects of strengthening top-level design,the implementation of team construction,the enhancement of network infrastructure construction,the establishment of platform carriers,and the formulation of incentive mechanisms,so as to provide reference for the deep and connotative development of elderly education in Chaoyang District.
