摘要
教师资源配置是教育优质均衡发展的重要环节。以数量、质量、结构为指标对新疆Y县的实证调查发现,新疆南疆县域幼儿园师资配置问题较为突出,主要表现为教师数量紧缺,质量偏低,结构性失衡,且农村的均衡性显著低于城镇。究其原因在于师资配置主体缺乏均衡发展的理念,行政工作挤占教学时间,教师专业化水平低、培训机会少导致教师“成长乏力”,非在编教师数量多导致流动性大等问题。在此基础上,提出相关的对策建议。
Teacher resource allocation is an important part of the high-quality and balanced development of education.Based on the empirical investigation of Y County in Xinjiang with the indicators of quantity,quality and structure,it is found that the problem of the allocation of kindergarten teachers in the county of southern Xinjiang is more prominent,which is mainly manifested in the shortage of teachers,low quality,structural imbalance,and the balance of rural areas is significantly lower than that of urban areas.The reason lies in that the main body of teacher allocation lacks the concept of balanced development,administrative work occupies teaching time,low level of specialization of teachers and few training opportunities lead to the“weak growth”of teachers,and the large number of temporary teachers leads to the problems such as high mobility.On this basis,this paper puts forward relevant suggestions and countermeasures.
