网络基础设施与经济高质量发展——基于“宽带中国”试点政策的准自然实验

Network Infrastructure and High-Quality Economic Development:A Quasi Natural Experiment Based on the"Broadband China"Pilot Policy

基于2011—2020年地级市面板数据,将“宽带中国”试点政策视为衡量网络基础设施的准自然实验,构建多期DID模型评估网络基础设施对经济高质量发展的影响效应。研究发现:(1)网络基础设施显著促进经济高质量发展;(2)网络基础设施通过创新水平、产业结构升级传导机制推动经济高质量发展;(3)网络基础设施对经济高质量发展影响效应存在异质性,这一促进作用对设立批次早、东部地区表现的更为明显;(4)网络基础设施不仅能促进本地经济高质量发展,还通过空间溢出效应辐射带动周边地区经济高质量发展。

Based on the panel data of prefecture-level cities from 2011 to 2020,the pilot policy of"Broadband China"is regarded as a quasi-natural experiment to measure network infrastructure and a multi-period DID model is constructed to evaluate the impact of network infrastructure on high-quality economic development.The findings are as follows:(1)Network infrastructure can significantly promote high-quality economic development;(2)Network infrastructure promotes high-quality economic development through the transmission mechanism of innovation level and industrial structure upgrading;(3)There is heterogeneity in the effect of network infra-structure on high-quality economic development,and this promoting effect is more obvious in the early establishment batch and the eastern region;(4)Network infrastructure can not only promote the high-quality development of local economy but also drive the high-quality economic development of surrounding areas through spatial spillover effect radiation.
