外浮顶储罐VOCs排放问题分析及防范措施

摘要 为研究外浮顶罐VOCs排放问题,降低运行损耗,根据储罐特性、气象条件和操作工况等核算了某炼油厂11台原油外浮顶储罐VOCs排放量。结果表明,在储罐正常运行过程中,挂壁损耗是主要的VOCs排放源,尤其是外浮顶罐的罐壁锈蚀相当严重的情况;当储罐罐壁为轻锈时,边缘密封损耗是主要的VOCs排放源。建议从浮盘密封技术提升等措施出发,降低储罐VOCs损耗量。该文还通过对某炼厂导向(量油)管密封装置改造实例验证,实施后外浮顶罐油气泄漏浓度明显降低,满足国家地方规范标准要求,创造了环保效益;对不断完善和提高企业外浮顶罐VOCs治理水平,保护生产操作环境,推广防范措施都具有重要的指导意义。 The sealing type of floating roof storage tank outside an oil refinery was introduced;Combined with the actual operation process of the outer floating roof storage tank,the possible operating losses are preliminarily analyzed,and the actual VOCs emissions of the outer floating roof storage tank are calculated through the application of the VOCs emission accounting formula of the outer floating roof storage tank,and the main reasons for the VOCs emission of the outer floating roof tank are analyzed.The main technology of sealing and upgrading of the external floating roof storage tank is quoted to explain that the oil guide pipe seal of the outer floating roof tank of an oil refinery has been transformed,and the oil and gas leakage concentration of the outer floating roof tank has been significantly reduced after the implementation,which meets the requirements of national and local norms and standards and creates environmental benefits;The sealing transformation of the outer floating roof tank is helpful to prevent the VOCs emission of the outer floating roof storage tank from exceeding the standard at this stage,and has important guiding significance for continuously improving and improving the VOCs treatment level of the external floating top tank of the enterprise,protecting the production and operation environment,and promoting preventive measures.
