改革开放以来中国农民精神贫困的治理历程及治理经验

The governance process and experience of Chinese farmers' spiritual poverty since the reform and opening up

改革开放以来,党和国家对中国农民精神贫困的治理分为4个阶段:(1)对农民精神贫困进行治理,消除改革开放政策实施的精神阻力,凝聚改革开放的精神意志;(2)加强党建在农村精神文明建设中的引领作用,构建农民精神贫困治理的体制机制,拓展精神文明建设的具体内涵;(3)升级农民精神生活的软硬件设施,优化农民精神贫困治理的具体措施,促进农民精神世界的科学发展;(4)创新农村精神贫困治理的方略,推进农民精神生活共同富裕,满足农民享受美好精神生活的意愿需要。通过40多年来的阶段性治理,中国农民精神生活的硬件设施逐步完善,农民精神素质稳步提升,农民思维方式发生转变,中国农民精神风貌焕然一新。新发展阶段,中国农民精神生活共同富裕需要以党的领导为治理根本,要将马克思主义作为指导思想,坚持以农民为主体的治理思路,构建多元参与的治理模式,彻底消除农民精神贫困,推动农民精神世界的自由而全面发展。

Since the reform and opening up,the Party and the state have divided the governance of Chinese farmers' spiritual poverty into four stages:through the governance of farmers' spiritual poverty,eliminate the spiritual resistance to the implementation of the reform and opening up policy and condense the spiritual will of reform and opening up;strengthen the guidance of Party building in the construction of rural spiritual civilization to build the institutional mechanism for the governance of farmers' spiritual poverty,and expand the specific connotation of the construction of spiritual civilization;upgrade the software and hardware facilities of farmers' spiritual life to optimize the specific measures for the governance of farmers' spiritual poverty,and promote the scientific development of farmers' spiritual world;innovate the strategy of rural spiritual poverty control to promote the common prosperity of farmers' spiritual life and meet the wishes and needs of farmers to enjoy a better spiritual life.Through four decades of phased governance,the hardware facilities of China's spiritual life have been gradually improved;the spiritual quality of farmers has been steadily improved;the way of thinking of farmers has changed,and the spiritual outlook of Chinese farmers has taken on a new look.In the new development stage,to achieve the common prosperity of Chinese farmers' spiritual life,taking the leadership of the Party as the foundation of governance,taking Marxism as the guiding ideology,adhering to the governance idea of farmers as the main body,building a governance model of multiple participation,completely eliminating farmers' spiritual poverty,and promoting the free and all-round development of farmers' spiritual world are all needed.
