城市燃气安全与运行管理保障措施分析

Analysis of management and ensuring measure for city gas safety and operation

城市燃气的安全管理已经成为人民群众对社会环境安全感、获得感最明显的标志之一。结合管道燃气日常运行及管理中的薄弱点进行分析,梳理燃气管理整个环节链,通过理顺规章制度、加强相关人员的培训教育、加强燃气企业经营管理水平、提高信息化水平、严把工程质量关、提高用户端安全用气意识等方面,探讨了加强城市燃气运行管理的具体措施。分析认为,安全生产责任制是落实燃气安全管理的重要手段;通过培训教育可以提高员工技能,树立正确的安全观,使燃气这一民生基础设施的使用人员树牢警钟长鸣的思想;信息化手段的应用,不但可以提高燃气企业的安全管理水平,使设备处于最佳运行状态,管理处于有效水平,应急处置效率最高,调度监控处于有效状态。

The safety management of city gas is one of the obvious marks for people’s senses of security and gain in terms of socioenvironment.Considering the weakness and shortcomings in the current operation and management of pipeline gas and probing into the whole chain of gas management,the author puts forward some measures for enhancing the operation and management of gas from aspects of perfecting regulations,strengthening personnel training,improving enterprise management level,enhancing information level,strictly controlling project quality and boosting users’safety awareness.It is believe that safety responsibility is an important means of gas safety management,and through training and education,personnel’s skill is improved and correct view on safety is established to make users of this civil infrastructure keep ringing alarm bell.Application of information means not only improves the safety management level,but also makes equipment at optimal operation state and management at an effective level with high efficient emergency treatment and effective state of scheduling and monitor.
