摘要
在当前信息化、智能化战争环境下,联合作战动员指挥面临“任务理解难、潜力分析难、力量运用难、行动筹划难”的粗放式动员现状,现有动员信息化支撑手段还难以满足新型数字化联合作战动员指挥保障需要,严重制约动员指挥决策的效率和质量。设计并实现一种动员指挥辅助决策系统,旨在从功能手段、模型算法上为联合作战动员指挥保障提供软件系统支撑。在系统分析国防动员面临的现状和军事需求的基础之上,详细设计动员指挥业务流程,据此开展系统体系架构和功能模块设计,研究其关键技术和实现途径,最后结合具体应用场景,对系统功能进行运用并得出结论。
In the current informationized and intelligent war environment,the mobilization and command of joint operations are facing an extensive mobilization situation of"difficult task understanding,difficult potential analysis,difficult force utilization,and difficult action planning".The existing mobilization information support methods are still difficult to meet the needs of the new digital joint operation mobilization and command support,seriously restricting the efficiency and quality of mobilization and command decision-making.A mobilization command assistance decision-making system has been designed and implemented,aiming to provide software system support for joint operation mobilization command support in terms of functional means and model algorithms.Based on a systematic analysis of the current situation and military requirements faced by national defense mobilization,a detailed design of the mobilization command business process was carried out.Based on this,the system architecture and functional module design were carried out,and its key technologies and implementation approaches were studied.Finally,combined with specific application scenarios,the system functions were applied and conclusions were drawn.
