An Analysis of the Basic Principles of Promoting Common Prosperity

党的二十大报告强调“共同富裕是中国特色社会主义的本质要求”“中国式现代化的本质要求是:坚持中国共产党领导,坚持中国特色社会主义,实现高质量发展,发展全过程人民民主,丰富人民精神世界,实现全体人民共同富裕”,这一论述从两个“本质要求”对共同富裕的性质问题作出研判,表明党中央对共同富裕问题的高度重视。本文以“五个原则”为切入点,即以高质量发展原则为推进共同富裕的总体要求、以人民性原则为根本价值指向、以共建性原则为驱动力量、以渐进性原则为稳定剂、以公平性原则是为压舱石,探讨推进共同富裕过程中必须处理好的一系列问题。

The 20th National Congress of the Party emphasized that“common prosperity is the essential requirement of socialism with Chinese characteristics”and that“the essential requirements of Chinese-style modernization are:upholding the leadership of the Communist Party of China,adhering to socialism with Chinese characteristics,achieving high-quality development,promoting democracy throughout the entire process of development,enriching the people’s spiritual world,and realizing common prosperity for all the people.”This statement makes a judgment on the nature of common prosperity based on these two“essential requirements”,demonstrating the central leadership’s high regard for the issue of common prosperity.This article takes“five principles”as the starting point.It regards the principle of high-quality development as the overall requirement for promoting common prosperity,the principle of people-orientation as the fundamental value orientation,the principle of collaborative construction as the driving force,the principle of gradual progress as the stabilizing factor,and the principle of fairness as the ballast.It explores a series of issues that must be handled properly in promoting common prosperity.
