我国城镇燃气管网生产安全事故统计与宏观规律分析 被引量:1

Statistics and Macrocosmic Laws Analysis of Production Safety Accidents in China′s Urban Gas Pipeline Networks

摘要 为探讨我国城镇燃气管网生产安全事故一般性规律及其核心诱因,运用统计分析法,从时间、地域、等级、类型、核心诱因5个维度出发,综合分析2013—2022年间我国330起城镇燃气管网生产安全典型事故。结果表明:第三季度是事故高发期;湖北、山东、四川3省的事故数量和死亡人数位居前列,分别占全国总数的24.85%和28.65%;事故数量和死亡人数在2013—2021年间呈现波动递增趋势,2017和2021年分别为其峰值;一般事故的数量最多,占93.03%;第三方破坏事故最常见,占65.76%;由管理不善和违章作业所诱发事故的死亡人数最高,占74.59%;由第三方单位违规破坏所造成事故的数量最多,占64.55%;2022年起开展的燃气安全专项整治行动成效显著,但整体安全生产形势仍然比较严峻;政府部门应完善安全管理制度体系并深化监管力度;燃气企业应人、技、管“三防”措施并进,与政府部门共同遏制事故的再次发生。 To analyze the general laws and core causal factors of production safety accidents in urban gas pipeline networks of China,330 typical accidents from 2013 to 2022 were comprehensively discussed by using the statistical analysis approach from the dimensions of time,region,grades,types and core causal factors.The results showed that the third quarter is the peak period for accidents.The number of accidents and deaths in Hubei,Shandong and Sichuan provinces were among the highest,which account for 24.85%and 28.65%respectively.Both of the number of accidents and deaths showed an increasing trend from 2013 to 2021,and reached peaks in 2017 and 2021 respectively.The number of general accidents was the highest,accounting for 93.03%.The third-party damage accidents were the most common,accounting for 65.76%.The number of deaths caused by mismanagement and illegal operations was the highest,accounting for 74.59%.The number of accidents caused by violations by third-party units was the highest,accounting for 64.55%.The conclusion proved that the special rectification actions for gas safety carried out since 2022 have achieved significant results,but the safety production situation of urban gas pipeline networks is still relatively severe.The government departments should improve the safety management system and deepen supervision efforts.The gas enterprises should take risk prevention and control strategies from human,technology,management and other aspects,and work together with government departments to curb the recurrence of accidents.
