基于PDCA循环管理理念改善基层社区卫生服务中心公共卫生管理现状的策略探讨

Strategy of Improving Public Health Management Status of Community Health Service Center Based on PDCA Cycle Management Concept

目的分析基层社区卫生服务中心公共卫生管理现状,尝试从PDCA循环视角提出解决策略。方法选择2020年7月—2022年7月期间于青岛市市北区延安路街道社区卫生服务中心任职的28名护理人员,以2021年7月为时间节点,2020年7月—2021年7月期间行常规管理,2021年8月—2022年7月期间行PDCA循环管理,对比两种管理模式下公共卫生管理水平和工作满意度等。结果PDCA管理模式下,服务宣传、健康档案管理、护理人员培训、健康宣教、环境清洁消毒、护患沟通、管理反馈、定期随访等维度评分均高于常规管理,差异有统计学意义(P<0.05);PDCA管理下,护理人员工作满意度为96.43%,高于常规管理的67.86%,差异有统计学意义(P<0.05)。结论PDCA循环管理可有效改善基层社区卫生服务中心公共卫生管理现状,提高公共卫生管理水平,达到较高的工作满意度,可作为主要的管理方式,在社区卫生服务中心推广。

Objective To analyse the current situation of public health management in community health service centers at grassroots level,this paper tries to put forward solutions from the perspective of PDCA cycle.Methods Twenty-eight nursing staff working in Shibei District Yan'an Road Community Health Service Center from July 2020 to July 2022 were selected,with July 2021 as the time node,and routine management from July 2020 to July 2021,and PDCA cycle management from August 2021 to July 2022.The public health management level and job satisfaction under the two management modes were compared.Results In the PDCA management mode,the scores of service promotion,health records management,nursing staff training,health education,environmental cleaning and disinfection,nursery-patient communication,management feedback and regular follow-up were all higher than those of routine management,indicating that the management level in all aspects was higher than that of routine management,and the difference was statistically significant(P<0.05).Under PDCA management,the job satisfaction of nursing staff was 96.43%,which was higher than that of routine management(67.86%),and the difference was statistically significant(P<0.05).Conclusion PDCA cycle management can effectively improve the status quo of public health management in grass-roots community health service centers,improve the level of public health management,and achieve higher job satisfaction,and can be used as a major management mode to promote in community health service centers.
