基层医疗机构突发公共卫生事件应急能力现状分析

Analysis on Current Situation of Emergency Response Capacity of Pri⁃mary Medical Institutions in Public Health Emergencies

目的了解都江堰市37家基层医疗机构应对突发公共卫生事件能力现状,为区域性医院感染管理质量控制中心制定提升基层医疗机构卫生应急能力策略提供参考依据。方法2020年6月—2021年10月通过问卷、走访、现场调研等形式收集都江堰市区域内37家医疗机构的相关信息,运用德尔菲法构建基层医疗机构突发公共卫生事件应对能力的评价指标体系对其能力现状进行评估。结果都江堰市基层医疗机构应对突发公共卫生事件能力不均衡,相较于二级以上医疗机构,乡镇卫生院、社区卫生服务中心、民营医疗机构应对能力较弱,差异有统计学意义(P<0.05)。结论要明确区域医院感染质量管理中心的地位,建立多部门合作关系,充分发挥各级医疗机构的作用,提升基层医疗机构应对突发公共卫生事件的能力。

Objective To understand the current situation of the ability of 37 primary medical institutions to cope with public health emergencies in Dujiangyan City,and to provide reference for the regional nosocomial infection management quality control center to formulate strategies for improving the health emergency response ability of primary medical institutions.Methods From June 2020 to October 2021,the information about 37 medical institutions in Dujiangyan City was collected through questionnaires,visits,and on-site surveys,and used the Delphi method to construct a system of evaluation indexes for the response capacity of primary medical institutions to public health emergencies to assess the current status of their capacity.Results In Dujiangyan City,the ability of grass-roots medical institutions to cope with public health emergencies was unbalanced,compared to secondany and above medical institutions township health centers,community health service centers and private medical institutions were weak in coping ability,and the difference was statistically significant(P<0.05).Conclusion It is necessary to clarify the status of regional nosocomial infection quality management center,establish multi-department cooperation,give full play to the role of medical institutions at all levels,and improve the ability of grass-roots medical institutions to respond to public health emergencies.
