化工园区事故灾害分析与应急管理预案体系构建

随着国民经济“十五”规划的发展,化工企业利润大幅度增加,化工产业也快速发展,化工园区规模逐渐变大,但随之而来的安全问题也逐渐增多。化工园区中各种烷、烯、炔、烃等具有易燃易爆性的化学品较为集中,存在重特大安全生产事故发生的可能性。一旦发生火灾、爆炸或化学品泄漏中毒等重大事故,在化工园区中会引起连锁事故,对周边居民区甚至整个城区带来惨重的损失。为预防潜在事故的发生,确保化工园区的安全生产,保护居民生命和财产安全,城区合理规划、化工园区应急预案体系建设成为急需研究的课题。

With the“Tenth Five-Year Plan”of national economic development,the prof its of chemical enterprises increased substantially,the chemical industry also developed rapidly,the scale of chemical parks gradually expanded,but the safety problems also increased.In the chemical industry park,various inflammable and explosive properties such as alkanes,alkenes,alkynes and hydrocarbons are relatively concentrate,and there is the possibility of major production safety accidents.Once a major accident such as f ire,explosion or chemical leakage poisoning occurs,it will cause chain accidents in the chemical industry park and bring heavy losses to the surrounding residential areas and even the whole city.In order to prevent the occurrence of potential accidents,ensure the safety of production in the chemical industry park,protect the safety of residents’lives and property,rational urban planning and construction of the chemical industry park emergency plan system have become urgent research topics.
