数字经济、人口流动与城乡基本公共服务均等化

Digital Economy,Population Mobility and Equalization of Basic Public Services in Urban and Rural Areas

加快发展数字经济与推进基本公共服务均等化是重要现实问题。文章运用2011—2019年我国284个地级及以上城市的面板数据,基于多种空间分析范式展开检验,发现数字经济发展对基本公共服务均等化水平具有显著的正向空间溢出效应;引入智慧城市建设与电子商务这两个外生冲击政策后,前述研究结论依然稳健。通过异质性分析发现,数字经济对基本公共服务均等化的空间溢出效应在与县域关联较强的地级市表现更加明显。影响机制检验结果表明,数字经济由人口流动这一路径对基本公共服务均等化产生间接影响。

Accelerating the development of digital economy and promoting the equalization of basic public services are important practical issues.Based on the panel data of 284 cities at prefecture level and above from 2011 to 2019,this paper is based on a variety of spatial analysis paradigms to make verification,finding that the development of digital economy has a significant positive spatial spillover effect on the equalization level of basic public services,and that aforementioned research conclusion remains robust after the introduction of two exogenous shock policies,namely“smart city”and“e-commerce”.The heterogeneity study finds that the spatial spillover effect of digital economy on the equalization of basic public services is more obvious in prefecture-level cities that have strong correlation with counties.The influence mechanism test suggests that digital economy has an indirect impact on the equalization of basic public services through the path of population mobility.
