乡村生态韧性治理的水平测度与融合发展

Level Measurement and Integration Development of Rural Ecological Resilience Governance

文章基于韧性治理理论,从乡村生产韧性治理、生活韧性治理和环境韧性治理三个维度构建评价指标体系,选取2010—2020年我国31个省份的面板数据,利用熵权-TOPSIS测度模型、耦合协调度模型对我国乡村生态韧性治理的演化特征、融合发展程度展开实证分析。研究发现:我国乡村生态韧性治理水平整体呈攀升趋势,但节点演进和区域异质性明显;多数省份的耦合协调度由“失调为主”向“协调为主”转型,距离整体“优质协调”尚存在差距。为进一步提升乡村生态韧性治理水平,需要发展绿色农业,推进乡村生产韧性治理;分类分区域逐步改善人居环境,促进乡村生活韧性治理;协同乡村多元治理主体,强化乡村环境韧性治理。

Based on the resilience governance theory,this paper constructs an evaluation index system from the three dimensions of rural production resilience governance,living resilience governance and environmental resilience governance,then selects the panel data of 31 provinces in China from 2010 to 2020,and finally uses the entropy weight-TOPSIS measurement model and coupling coordination model to empirically analyze the evolution characteristics and integration development degree of rural ecological resilience governance in China.The results go as below:The overall level of rural ecological resilience governance in China shows an upward trend,but the nodal evolution and regional heterogeneity are obvious.The coupling coordination degree of most provinces has been changed from“misalignment”to“coordination”,and there is still a gap from the overall“quality coordination”.In order to further enhance rural ecological resilience governance level,it is needed to develop green agriculture and promote rural production resilience governance,gradually improve the human living environment by classification in different regions,promote rural living resilience governance,cooperate with multiple governance subjects in rural area,and strengthen rural environmental resilience governance.
