科技创新支撑共同富裕:理论基础、现实挑战和战略路径

Technological Innovation Supporting Common Prosperity:Theoretical Basis,Realistic Challenge and Strategic Path

共同富裕是中国式现代化的重要内容。科技创新是做大“蛋糕”、分好“蛋糕”的重要抓手,也是实现共同富裕的关键支撑,而当前科技创新支撑共同富裕的理论和机制亟需探明。基于新熊彼特增长理论,提出科技创新支撑共同富裕的理论基础包括促进经济增长、带动消费升级、引领高质量发展和助力区域协同。从共同富裕的现实基础和我国推动共同富裕的做法与成效两方面,总结了科技创新支撑共同富裕的主要进展。研究分析了科技创新支撑共同富裕的主要挑战:创新能力发展不充分不协调、科技转移支付体系尚未形成和数字创新加剧非均衡发展。最后,从坚持创新第一动力、强化政府主导作用、发挥企业主体地位、把握区域协调发展和推动数字赋能发展五个方面,提出科技创新支撑共同富裕的战略路径。

Common prosperity is an important content of Chinese modernization,and innovation is the first driving force for development,but the theoretical basis and implementation mechanism of technological innovation supporting common prosperity are still unclear.Based on the new Schumpeter growth theory,this study proposes that the content of technological innovation supporting common prosperity includes promoting economic growth,driving consumption upgrading,leading high-quality development and assisting regional coordination,and from the practical foundation of common prosperity as well as the practice and effectiveness in promoting common prosperity,analyzes the main progress of technological innovation supporting common prosperity.The challenges of technological innovation supporting common prosperity are mainly manifested in insufficient and uncoordinated development of innovation capability,non-formation of a technology transfer payment system and digital innovation exacerbating imbalanced development.And finally,the strategic path for technological innovation supporting common prosperity is proposed from the following five aspects:adhering to innovation as the first driving force,strengthening government’s leading role,giving full play to the dominant position of enterprises,assuring regional coordinated development and promoting digital empowerment development.
