WJCI评价体系的应用创新与发展思考

Thoughts on the Application and Development of the Innovative Evaluation Model of Academic Influence of Scientific and Technological Journals

[目的/意义]为响应国家有关完善科技成果评价机制的号召,满足科研工作者开展多维度评价的实际需求,探寻创新科技成果评价工具和模式。[方法/过程]将《科技期刊世界影响力指数(WJCI)报告》作为研究对象,以文献计量学为着眼点,重点关注WJCI报告在补充吸收中国等非英语母语国家的优秀期刊统计源的基础上,从创新评价指标体系的构建,统计源期刊范围的遴选和中、外期刊在不同收录体系中的表现等3方面,结合实际应用分析创新量效指数WI等新指标的优势与特点。[结论/结果]WJCI报告通过定量筛选和定性评价的融合评价方法,构建一定数量的创新期刊评价体系和指标。基于世界各国文献大数据和网络大数据的WJCI评价体系,既能从多维度综合考量世界各国家和地区科技期刊与科技发展现状,也能从宏观上提供循证决策的科学依据,还从微观角度体现了贴近期刊个体发展规律的评价方式,具有一定的参考价值。

[Objective/Significance]In response to the call of the state to improve the evaluation mechanism of scientific and technological achievements,and to meet the actual needs of scientific classification and multi-dimensional“integrated evaluation”in scientific research work,the authors intend to explore innovative evaluation tools and models of scientific and technological achievements.[Methods/Processes]This paper introduces the“World Journal Clout Index(WJCI)Report of Scientific and Technological Periodicals”as the research object,with bibliometrics as the focus,focusing on the WJCI report based on the supplement and absorption of excellent statistical sources of journals in China and other non-English-speaking countries.Starting from the construction of innovation evaluation index system,the selection of source journals and the performance of Chinese and foreign journals in different collection systems,WI and other innovation quantification-efficiency indexes are introduced as supplementary quantitative analysis indexes,and the advantages and characteristics of the new indexes are analyzed combined with practical application.[Results/Conclusions]WJCI report establishes an innovation oriented periodical evaluation system and indicators through quantitative screening and combination of qualitative evaluation of subjective and objective evaluation method.WJCI evaluation system based on literature big data and network big data of all countries in the world can provide scientific basis for evidence-based decision-making from a macro perspective and reflect the evaluation method close to the development law of individual journals from a micro perspective,which has certain reference value for comprehensively considering the current situation of scientific and technological journals and development of science and technology in all countries and regions in the world.
