摘要
建设工程在合同执行过程中有各类争议问题,给工程建设带来极大的挑战。尤其是对于财政投资类重点建设项目,需要在项目建设过程中通过有效的管理手段降低因费用争议问题对项目造价、工期、质量和安全的影响,确保项目的顺利推进。本文通过工作实践案例分析,分析各类的争议问题、系统性阐述需要注意的问题,并提出立项阶段科学决策、前期加强设计变更管理、合理选择合同承包模式、合理编制招标清单、完善材料价格调价机制、择优选取参建单位六大措施,加强项目过程管理、增强风险管理意识,提高诚信履约精神,为提高项目管理水平提供参考。
There are various disputes in the process of contract execution of construction projects,which bring great challenges to proj‐ect construction.Especially for key construction projects of financial investment,it is necessary to reduce the impact of cost disputes on proj‐ect cost,construction period,quality and safety through effective management means during the project construction process to ensure the smooth progress of the project.Through the analysis of work practice cases,analyzes various controversial issues,systematically expounds the problems that need attention,and proposes scientific decision-making in the project establishment stage,strengthening design change man‐agement in the early stage,reasonable selection of contract contracting mode,reasonable compilation of bidding list,and improvement of material price adjustment Mechanism,selection and selection of six major measures for participating units to strengthen project process man‐agement,enhance risk management awareness,improve the spirit of integrity and performance,and provide reference for improving project management levels.
