面向卓越绩效模式的电网企业配网规划管理体系构建研究

电力需要实时满足供需平衡,在新型电力系统的发展趋势下,催生了整体的用能行为和用能企业的新需求,电力企业负荷侧的价值被重视,同时也对配网规划管理提出了更高的要求,亟需转变运营模式,构建一套以先进管理理念、方法为引领,将系统的管理模式与业务管理进行融合的管理体系,以提升配网规划管理应对外部环境变化的敏捷性,提高企业对外部需求的响应能力,促进组织绩效的整体提升。文章聚焦电力行业,以国网南通供电公司(以下简称“南通公司”)配网规划管理建设为例,探索卓越绩效管理模式与配网专业管理融合路径,通过打造目标一致性、需求一致性、结果一致性的“三个一”管理模式,助力实现配网规划的高质量发展,推动能源互联网战略的实现。

Electricity needs to meet the demand in real-time to balance the supply and demand.Under the development trend of the new power system,it has led to new requirements for overall energy behavior and energy enterprises,and the value of power enterprise load side has been emphasized.At the same time,higher requirements have been put forward for distribution network planning and management,and it is urgent to transform the operation mode,build a management system led by advanced management concepts and methods,and integrate the system management mode with business management to enhance the agility of distribution network planning and management in response to external environmental changes,improve the ability of enterprises to respond to external demands,and promote the overall performance improvement of the organization.This article focuses on the power industry,takes the distribution network planning and management construction of State Grid Nantong Power Supply Company(hereinafter referred to as “Nantong Company”) as an example,explores the integration path of excellent performance management mode and distribution network professional management,and through the construction of the “three ones” management mode of goal consistency,demand consistency,and result consistency,it helps to achieve high-quality development of distribution network planning and promote the implementation of the energy internet strategy.
