区域产业协同创新联盟运行机制研究

Research on the operation mechanism of regional industrial Collaborative Innovation Alliance

推动经济社会高质量发展迫切需要创新成为第一动力,而区域产业协同创新是突破创新资源稀缺性限制、提升创新绩效的有效途径。基于合作博弈的基本理论,在充分考察区域创新主体行为特征的基础上,提出了包括政府、高校、科研机构、中介机构在内的多层次区域产业协同创新联盟模式,并对联盟的构成和特性进行分析。继而,基于模糊宗派博弈模型对区域产业协同创新联盟的收益分配机制进行探讨,提出有利于保持区域产业协同创新联盟稳定性和有效性的收益分配设计方案。研究发现:通过构建多主体区域产业协同创新联盟能够有效提升区域产业创新绩效;联盟稳定有效的条件是良好的收益分配机制;在具有宗派性质的区域产业协同创新联盟中,收益的无剩余分配是保证联盟稳定的必要条件,且适度让渡宗派成员收益提高非宗派成员收益能够有效提高非宗派成员的参与度,从而提高联盟稳定性。基于以上分析结果,从推动区域产业协同创新联盟可持续发展的角度,提出相关政策启示。

To promote the high-quality development of economy and society,innovation is urgently needed to be the first driving force.While,regional industrial collaborative innovation is an effective way to break through the limitation of innovation resource scarcity and improve innovation performance.Based on the basic theory of cooperative game theory,this paper puts forward a multi-level regional industry collaborative innovation alliance model including government,universities,scientific research institutions and intermediary agencies,that were also deeply analyze don the organizational form and characteristics.Furthermore,the income distribution mechanism of regional industry collaborative innovation alliance was discussed based on the fuzzy sectarian game model,and the income distribution design scheme which is conducive to maintaining the stability and effectiveness of regional industry collaborative innovation alliance was also probided.It is found that the multi-agent regional industrial cooperative innovation alliance can effectively improve the regional industrial innovation performance,and the stable and effective condition of the alliance is a good income distribution mechanism In the regional industrial cooperative innovation alliance with sectarian nature,the non-surplus distribution of income is the necessary condition to guarantee the stability of the aliance,the moderate transfer of the benefit of non-sectarian members can effectively increase the participation of non-sectarian members,and thus improve the stability of the alliance.Based on the above analysis results,from the perspective of promoting the sustainable development of regional industrial cooperative innovation alliance,the paper puts forward relevant policy implications.
