领军企业牵头组建创新联合体的应用场景研究

领军企业牵头组建创新联合体应用场景有助于推动大中小企业联合高校与科研院所融合创新,为解决科技成果转化难题提供强大动力。创新联合体应用场景构建存在着领军企业牵头创新的积极性不足、人才激励机制不健全、联合体内部创新链断裂、政府主导职能发挥不到位等瓶颈问题,严重降低了创新联合体的创新产出效率,大大阻碍了创新联合体破解关键技术难题,不利于国家科技自立自强目标的实现。因此,借鉴发达国家的成功经验,提出领军企业牵头组建创新联合体应重点打造“五大应用场景”:推动领军企业开放机会场景,激发中小企业创新活力与合作意愿;建立多元化人才孵化场景,科学设计人才激励机制;优化资源要素流转场景,合理安排资金投入;健全产学研用联动场景,形成稳定契约关系;完善制度政策供给场景,发挥政府的主导优势。

Leading enterprises take the lead in forming innovation consortiums'application scenarios,which helps promote the integration and innovation of enterprises,universities and research institutes.The application scenarios provide a strong impetus for solving the problem of transformation of scientific and technological achievements.However,there are bottleneck problems such as insufficient enthusiasm of leading enterprises to lead innovation,imperfect talent incentive mechanism,broken innovation chain within the consortium and insufficient performance of the government's leading functions,which seriously reduces the innovation output efficiency of the innovation consortium and greatly hinders the innovation consortium from solving key technical problems.All these problems are not conducive to the realization of the national goal of scientific and technological self-reliance.Therefore,drawing on the successful experience of developed countries,it is proposed that leading enterprises should focus on creating"five major scenarios"to form innovation consortiums:Promote the opening of opportunities by leading enterprises and stimulate the innovation vitality of small and medium-sized enterprises to cooperate;Establish diversified talent incubation scenarios and scientifically design talent incentive mechanisms;Optimize resource element circulation scenarios and rationally arrange capital investment;Improve the linkage scenarios of production,education and research to form a stable contractual relationship;Improve the institutional policy supply scenario and give play to the leading advantages of the government.
