中国地方政府的创新竞争与合作——空间计量视角

Innovative Competition and Cooperation of Local Governments in China——From the Perspective of Spatial Econometrics

标尺竞争驱动及创新外溢影响下,地方政府在科技创新领域存在竞争与合作关系。基于中国31个省份(除港澳台)2001-2020年的面板数据,综合探讨和比较了地方政府的创新竞合行为。研究发现:目前中国各地方的创新竞争和创新溢出效应均程度不足;中国府际关系总体上呈良性状态,以府际创新合作为主流,良性府际竞争为补充。因此,建议应持续优化地方财政考核与激励机制,促进各地方政府之间开展良性创新竞争,同时不断完善基于市场原则的长效府际创新合作机制。

China's science and technology innovation is a field where local governments compete and cooperate.This paper not only discusses the actual situation of intergovernmental innovation competition driven by yardstick competition,but also studies the formation of local innovation cooperation under the influence of local innovation spillover.Using panel data of 31 provinces(excluding Hong Kong,Macao and Taiwan)in China from 2001 to 2020,this paper comprehensively discusses and compares the innovation competition and cooperation behavior of local governments.The main findings of the study are that the degree of innovation competition and innovation spillover effect between different regions in China is insufficient.In the field of innovation,China's current intergovernmental relations are generally in a benign state,with intergovernmental innovation cooperation as the mainstream and benign intergovernmental competition as the supplement.It is recommended that the government should continue to optimize the assessment and incentive mechanism of local finance,promote healthy innovation competition among local governments,and at the same time constantly improve the long-term local innovation cooperation mechanism based on market principles.
