有机农业立法问题研究——基于生态文明建设视角

Research on Organic Agriculture Legislation——Based on the Perspective of Ecological Civilization Construction

我国有机农业在短时间内取得了长足的发展,有机农产品已经具备了较为完整的认证体系,各地也陆续出台扶持有机农业发展的行政制度。但是从宏观层面来看,目前我国有机农业立法工作尚处于起步阶段,存在着立法位阶不高、扶持政策缺少法律制度保障等问题。为充分发挥有机农业对于生态文明建设的促进作用,相关研究人员从实际出发,制定具有针对性的应对措施,以期在立法层面构建完备的立法体系扶持有机农业发展。

Due to the high consistency between the concept of“organic agriculture”and the general goal of ecological civilization construction,“organic agriculture”has made considerable progress in a short time.At present,organic agricultural products have a relatively complete certification system,and various administrative systems have been introduced to support the development of organic agriculture.However,from a macro perspective,China’s organic agriculture legislation is still in its infancy,and there are problems such as low legislative level and lack of legal system guarantee for supporting policies.In order to give full play to the promotion role of organic agriculture in the construction of ecological civilization,relevant researchers have formulated a series of targeted countermeasures based on the reality,with a view to building a complete legislative system at the legislative level to support the development of organic agriculture.
