对信息化条件下推进厂直管班站改革调整的思考

摘要 推进厂直管班站,压减管理层级,是提高生产运行效率的有效举措,部分单位在改革调整实践中,遇到了机关部室职能定位与配员不符、直管班站内设岗位不切合实际、专业化单位承接外委业务能力不够、信息化条件未达到以及岗位缺员没有补充渠道等问题和矛盾,在今后的工作中,必须科学确定机关部室的职能定位、必须着眼长远设置相关业务管理岗位、必须统筹兼顾做好信息化建设业务外包和人员补充工作,才能真正实现改革调整预期目标。 Enhancing operational efficiency has led to the pivotal move of adopting direct management for shift teams and pumping stations at the plant level while also streamlining managerial structures.Yet,in the course of this reform,several organizations have faced challenges.These include a mismatch between the envisioned roles of administrative sections and their actual staffing,the unsuitability of certain job roles in the directly managed shift teams and pumping stations,the constrained ability of some specialized departments in addressing outsourced tasks,a lag in digital infrastructure development,and delays in filling job vacancies.For the reform to truly meet its envisioned goals,future endeavors should focus on clearly defining administrative roles,planning job roles with a long-term perspective,and striking a balance between digital development,outsourced operations,and staff supplementation.
