摘要
针对北京市取水许可电子证照存在的“信息有缺失、过期未处置、数据不一致、数据不关联”等问题,研究提出取水数据关联模型、证照质量合规性识别模型,阐述了基于这2个模型的取水许可电子证照数据治理工具的技术实现。实践表明,该技术方法基本解决了存量取水许可电子证照存在的问题,使取水许可证照数据更加合规、准确、完整,取水管理更加规范,推进了取水许可电子证照应用与取水许可“一网通办”。
This paper studies and puts forward two types of data governance models which are water intake data correlation model and license quality compliance identification model for the problems about"information is missing,expired disposal,data inconsistent,data uncorrelated"on electronic certificate of water abstraction license in Beijing.This paper also expounds the technical realization of data governance tool based on these models.Practice has shown that the technical method basically solved the problems of existing electronic certificate of water abstraction license and made the data of the electronic certificate more compliant,accurate and complete.In addition,this technology has made water intake management more standardized,and promoted the application of electronic certificates and the construction of"one network".
