This study presents a comparative analysis of international seed laws and domestic seed laws with the aim of exploring their similarities,differences,strengths,and weaknesses to promote the development of the seed industry and protect farmers'rights.By providing an overview of the background,key provisions,and impact of international seed laws,as well as summarizing the development process,main contents,and implementation effects of domestic seed laws,this study reveals the disparities between the two in terms of legal frameworks and principles,regulatory content and requirements,and implementation mechanisms and effects.The comparative analysis reveals that international seed laws tend to establish uniform standards and mechanisms,emphasizing seed quality and intellectual property protection,while domestic seed laws focus more on the management of genetically modified organisms and the protection of farmers'rights.Additionally,there are distinct challenges and achievements in the implementation mechanisms and effects of both.This research contributes to the formulation and improvement of domestic seed laws by providing valuable insights and recommendations,and promotes the protection and exchange of international seed resources.
