The pollutant discharge permit system is the core system of fixed pollution sources management.This paper discusses the discharge permit system from several aspects such as the evolution of the system,comparison between domestic and foreign systems,existing problems in implementation,and future development.It is believed that the coverage and regulatory efforts of the system may be further strengthened,and the data and information of discharge permits will also be expected to become important reference for enterprise environmental credit evaluation and market access.
