Blue finance and ocean protection and development:a proposed conceptual framework for the blue finance mechanism

本文首先厘清了蓝色金融这一新兴概念,并探讨了如何利用法律和体制机制增加海洋开发项目的投资。通过对现有的蓝色融资实践进行审查,提出当前的重大挑战是在所有利益相关者之间建立联系以阐述潜在的激励措施,并最终增加私人投资和公众捐款。提出了一个监管驱动的融资机制,该方案将通过寻求经济增长和海洋可持续性之间的平衡来促进蓝色金融的发展。

This paper first clarifies the emerging concept of blue finance and explores how to leverage legal and institutional mechanisms to increase investment in ocean development projects.By reviewing existing blue finance practices,it is proposed that the major challenge currently is to establish links among all stakeholders to articulate potential incentives and ultimately increase private investment and public donations.A regulatory-driven financing mechanism is proposed,which will promote the development of blue finance by seeking a balance between economic growth and ocean sustainability.
